The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, presumably supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly gives way to grim resignation: maybe the incoming missile won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to replace in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does little to discourage Russia, through words or deeds, from believing that the current condition will not change more in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but averting a entire defensive failure until situations evolve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
